Medicaid is a form of medical health insurance available for many people who are in certain income brackets which qualifies them to receive this government funded insurance. Whether or not a person qualifies for Medicaid doesn't only determined by their earnings however, and people shouldn't assume they don't qualify simply because they make an acceptable income. If they do not have Medicaid and also don't have the cash or another type of medical insurance to cover treatment, they could see if they qualify for Medicaid and then sign up for a drug and alcohol rehab program that is approved in their state.
