Medicaid is a form of medical insurance available for those who are in certain income brackets which qualifies them to obtain this government funded insurance. Whether or not a person is qualified for Medicaid doesn't only depend on income however, and people shouldn't presume they don't qualify because they earn an acceptable income. As an example, people who have many dependents may be entitled to Medicaid even though they earn what would be considered a reasonable income.
